According to an article in the Wall Street Journal, Pokemon CEO Tsunekazu Ishihara gave the following statement:

The NX is trying to change the concept of what it means to be a home console device or a hand-held device. We will make games for the NX.

Normally GameFREAK would develop main games for handheld Nintendo platforms and may on occasion have a spin-off game release on a Nintendo console (if they don't release a spin-off on console, they contract the spin-off out to another party that develops for Nintendo consoles).

With the NX rumored to be a hybrid console/handheld device, this statement really gives weight to the NX hybrid device rumor.

I'm not sure if I get the bulk of your post, as Game Freak has never released a game on consoles (unless you're being reeeeally generous with the 3 Stadium games, but even those were pretty completely Nintendo projects - Iwata coded the battle system without even having documentation, let alone help, from Game Freak, they were busy with their own stuff) and the article is about The Pokémon Company, which has always published games on both handhelds and consoles, and is not Game Freak...

But yeah, the TPCi comments pretty much eliminate whatever tiny doubt there was that NX is a hybrid device.
